City Administrator

The City Administrator is appointed by the Mayor and City Council to manage the day-to-day operations of the city. As the chief administrative officer for the city, the city administrator is responsible for all functions of the city and manages these functions through the respective departments of the city.

Responsibilities

Andy Merriman was hired as the City of Greer's seventh City Administrator in June of 2020. Under policy direction, he serves as chief administrative officer and chief financial officer for all municipal departments and operations. Reporting directly to City Council, he is responsible for developing and implementing City policies and procedures to ensure the proper and responsible management of all City operations, resources, and services. 

He is responsible for administering the City budget and performing required financial reporting, he supervises, directs, and evaluates the work of City department managers. The City's annual budget in excess of $25 million is supported by more than 300 full-time, part-time and seasonal employees.

Continued Growth

Working with City Council and the rest of Team Greer, Merriman is guiding the City of Greer through a continuing period of unprecedented growth. One of the fastest growing cities in South Carolina, Greer has a population in excess of 45,000 and continues to grow rapidly. Through strong leadership and careful planning, the City not only is keeping pace with that growth, but is wisely planning for the future.

Background

Merriman's background and education prepared him well for his career of service and leadership.

He was selected by Greer City Council in June of 2020 to serve as the seventh City Administrator. He began work on August 3, 2020.

A native of Mauldin, Merriman joined the City of Greer after spending nearly four years as a Deputy County Manager in York County, S.C. He was responsible for the delivery of services to the public in such areas as public works, fire safety, emergency management, prison, public information and animal shelter. He also was responsible for the County's capital facilities construction.

He served four years as Deputy County Administrator in Aiken County, S.C., where he was responsible for such services as planning and development, emergency services, engineering, public works, solid waste, animal services, code enforcement, and the offices of the Assessor and Tax Collector.

Merriman also brings municipal experience to his new role, having served as City Manager for the City of Bluefield, W.Va., from 2009-12. As the Chief Administrative Officer, he managed a staff of 125 employees and a $9 million budget. He was chair of the Bluefield Sanitary Board during his tenure.

He began his career in public service in York County as Planning Director of the Town of Fort Mill, S.C.

Merriman holds a master's degree in city and regional planning from Clemson University. He earned his undergraduate degree in political science and psychology from Tusculum College in Greeneville, Tenn.

He and his wife Kati are the proud parents of son Jack and daughter Kelsey.

Deputy City Administrator

Deputy City Administrator Mike Sell provides highly responsible administrative, analytical and professional assistance to the City Administrator such as:

  • Preparation and administration of the City's strategic plan and annual budget

  • Monitoring expenditures, daily municipal operations

  • Collecting, researching and analyzing data

  • Report writing as requested

Responsibilities

The position is responsible for assisting in the development and formulation of policies and procedures on a variety of issues affecting the operational departments, as well as recommending the expansion and creation of services to improve efficiency and effectiveness of service delivery.

Assistant City Administrator

Catrina Woodruff was named Assistant City Administrator in 2023 after serving as Director of Administrative Services.

The position provides direct support to the City Administrator, City Council and Department Directors, providing leadership in the administration of daily operations, major policies and short and long-range plans (including special projects and assignments spanning all City departments and activities).

Responsibilities

  • Supervising, directing and evaluating assigned staff

  • Coordinating, assigning and reviewing work

  • Providing continuity of governmental policies and operations through implementation of effective strategic planning, organizational analysis and accountability activities

  • Assists in developing and formulating policies and procedures
